Keep the contact mechanism separate from a material accusation
NSK describes smearing as contact-surface damage associated with local seizure, oil-film problems or sliding between bearing components.
An investigation should therefore consider the operating contact conditions, not assume that rough material loss proves defective bearing steel. Speed changes, loading, lubrication and mounting evidence can all help test the proposed mechanism. A general catalog example does not establish which factor acted in the failed specimen. Record the damage location and appearance, then distinguish observations from possible explanations. This approach allows a material concern to remain testable when evidence supports it, without using it as a default answer that prevents examination of the application.
